IR-2009-45, April 24, 2009</a></p>
<p>WASHINGTON — Plug-in electric vehicles using certain types of batteries may qualify for a new tax credit if purchased this year, the Internal Revenue Service said today.  </p>
<p>The Emergency Economic Stabilization Act of 2008 (EESA) and the American Recovery and Reinvestment Act of 2009 (ARRA) created two new tax credits for various types of electric vehicles, which may include what are commonly referred to as neighborhood electric vehicles.</p>
<p>ARRA creates a tax credit for low-speed or two- or three-wheel electric vehicles, such as motor scooters, purchased after Feb. 17, 2009, and before Jan. 1, 2012. The amount of the credit is 10 percent of the cost of the vehicle, up to a maximum credit of $2,500. To qualify, a vehicle must be either a low-speed vehicle that is propelled to a significant extent by a rechargeable battery with a capacity of at least 4 kilowatt hours or be a two- or three-wheeled vehicle that is propelled to a significant extent by a rechargeable battery with a capacity of at least 2.5 kilowatt hours.</p>
<p>EESA created a tax credit for vehicles that have at least four wheels and draw propulsion using a rechargeable traction battery with at least four kilowatt hours of capacity. For 2009, the minimum credit is $2,500 and the credit tops out at $7,500 to $15,000, depending on the weight of the vehicle and the capacity of the battery.</p>
<p>During 2009, low-speed, four-wheeled vehicles manufactured primarily for use on public streets, roads and highways (neighborhood electric vehicles) may qualify both for the EESA credit and, if purchased after February 17, 2009, for the ARRA credit for low-speed electric vehicles. A taxpayer may not claim both credits for the same vehicle. Vehicles manufactured primarily for off-road use, such as for use on a golf course, do not qualify for either credit.</p>
<p>The Internal Revenue Service is working on guidance regarding certification procedures for both of these credits.</p>

<p>As a matter of fact, by following these simple steps you yourself can easily make your moped run smoother and more efficient…it could even result in your moped running up to 10 MPH faster than before! </p>
<p>Here’s what you do: </p>
<p>First, obviously make sure the moped engine is cool…don’t attempt this immediately after riding.  </p>
<p>You’ll first need a good wire brush to loosen up and remove the built-up carbon.  </p>
<p>We’re going to be what’s called decarbonizing…to do this, first remove the exhaust pipe and the muffler. You’ll see a clamp that connects the muffler to the exhaust…this has to be loosened.  </p>
<p>Using the wire brush, thoroughly clean the inside of both the exhaust and the muffler, making sure that all loosened carbon residue is removed…remember that when brushing out the muffler, what you can’t get out with the brush can often be removed by shaking it.  </p>
<p>Finally, look over all gas hoses and clamps as well as all your carbon connections and lines for carbon buildup and other deposits.  </p>
<p>More times than not, this easy procedure will do the trick.  </p>
<p>However, if problems still persist, you may need to consider cleaning the carburetor. If you find that you’ll need to do this, please remember to keep all the carburetor compenents together…it’s not hard at all to lose a piece.   </p>
<p>If your moped had troubles starting before, and after following these steps the problems persisted, you probably need to swap out spark plugs.  </p>
<p>Check your manual and/or troubleshooting guide should you still experience mechanical problems.  </p>

If you are considering a moped for daily use, you should also consider these important safety tips to protect yourself.<br />
In Virginia, you must be over 16 and you cannot ride on sidewalks or bike paths.<br />
Wear bright or reflective clothing to maximize your visibility at night.<br />
Wear a DOT, ANSI, OR Snell-approved helmet which are designed with hard outer shells and a retention system to protect the head and the brain in a variety of impacts. In 2006, 41% of those killed in crashes were not wearing a helmet.<br />
If your helmet is not equipped with a face shield, wear goggles or glasses with plastic lenses to protect your eyes against insects, wind, dirt, rocks, or other airborne matter.<br />
Wear elbow and knee pads.<br />
Wear slip-resistant shoes and avoid wearing sandals, flip-flops or shoes with laces.<br />
Ride with the flow of traffic.<br />
Obey the speed limits and never travel faster than your skill level or than the conditions allow.<br />

Scooters and Mopeds can be ridden on a Full car licence passed before 31st January 2001 up to 50cc, and on a CBT for everything up to a 125cc engine.<br />
To ride a Moped or Scooter you will normally first need to pass the Compulsory Basic Training (CBT), a simple day course teaching you all you need to know to ride your moped or scooter. You can normally obtain moped insurance to insure yourself on your own vehicle to pass this training, but normally use the test centres own scooters and mopeds.<br />
The main problem with scooter and moped insurance, are thieves; these types of bike are the most likely to be stolen, which in turn increases the cost of insurance for everyone. Security on bikes can only do so much, but when the vehicle is lifted into a van, an alarm has no effect. The company also manufactures motorcycle and outboard motors. Suzuki Motor Corporation has a revenue close to $20 billion. There are currently 45,000 employees within the corporation. Their website is located at http://globalsuzuki.com. Suzuki has become the 12th largest automobile manufacturer in the world today based off of production volume. The Suzuki Motor Corporation has become so large that it has 35 production facilities in 23 countries and 133 distributors in 192 countries worldwide.<br />

			<content:encoded><![CDATA[<p>With the onset of environmental issues, more expensive gas, and the need for exercise, there has been a tremendous increase in the number of electric bikes that are purchased and used every day.  The increase in sales of this product has caused many countries and states to look at their legislation in regards to the differences between an electric bike and a motor scooter. The objective of these regulations is to ensure that electric bike users, and other vehicle users, remain as safe as possible while out on the road.<br />
The reason why there is so much controversy comes from deciding safety issues in regards to electric bikes. In recent years, countries like Canada, the United States, and even the United Kingdome have had to pass new laws to include electric bikes. Most state and federal laws recognize that these are not actually a moped or a motorcycle, and they are more like bicycles than anything else. Still some states did need to change certain laws with regards to safely using electric bikes.<br />
Electric Bikes in New South Wales<br />
For instance, in New South Wales motorized bicycles only need to be registered if they run on over 200 watts of electric energy. If the bike is exempt from registration, then the rider must take the same precautions as other normal bicycle riders.<br />
Canadian Regulations<br />
In Canada electric assisted bikes are not considered motorcycles and are limited to only electric motors of at most 500 watts. These bicycles are only allowed to reach speeds of 32km an hour. They are allowed within most jurisdictions and do not have the same restrictions that mopeds or motorcycles have. Therefore just about anyone can use them.<br />
Electric Bike Regulations in China<br />
This bike was recognized as a non-motorized vehicle in 2002 but it was not allowed to be used in certain areas of Beijing until recently. The reason it was banned was because of certain concerns about environmental and safety issues. Those safety issues have to do with vehicular impact.<br />
Electric Bikes in the UK<br />
The maximum power that is allowed on an electric bike, without requiring that it be registered as a motor bike, is 250 watts with a maximum speed of 25 km.<br />
In the U.S.A.<br />
In the United States, electric bikes have the same regulations as regular bikes as long as the power does not exceed 750 W and a speed of 20 miles per hour.<br />
As you can see most battery-powered bicycles function in most countries under the same laws and regulations that govern the use of normal bicycles. This means they don&#8217;t have to be registered as motorcycles and they don&#8217;t have any special licensing requirements. This makes them easier to use, less worrisome, and great for kids and adults alike.<br />
All in all, government regulations believe electric bikes to be as safe as bicycles but suggest that they be used only where bicycles are used, and that the same precautionary measures such as wearing helmets and knee pads take place. </p>

			<content:encoded><![CDATA[<p>Today more than ever people are looking to save money on transportation. As the cost of gasoline continues to rise you will see more vehicles designed to be less fuel thirsty to requiring no fuel at all. One of these vehicles that are starting to become popular and very affordable are motorized bicycles. These are fully functional bicycles that have engines attached to them and get up to 150 miles per gallon. I have been seeing them sporadically around town and they always catch my eye as they wiz by. They are usually on simple beach cruisers and mountain bikes with riders of all ages. In the summer of 2008 during the peak of the gas prices, I decided to build a motorized bicycle. I had recently purchased a mountain bike and decided to put one of these 2-cycle engine kits on my mountain bike, which took many hours to complete. The build was challenging for me as I have never done this before, but rewarding because of the joy it is to ride. Also not needing a license to ride these motorized bicycles was a plus, as I wanted to avoid dealing with licensing. What is required in order to ride a motorized bike is that you be 16 years of age or older and always wear a helmet. So, now when I want to get around town I can jump on the bike and go for a cruise. The motor does not take away the functionality of the bicycle. I can pedal the bicycle with the motor turned off just as if it were a normal bicycle, or when I get tired of pedaling turn the motor on. This is possible because the motor has a separate drive chain from the normal bicycle chain. This feature is important to me because I can get exercise when I want and not have to switch bicycles. Riding the bike without the motor on is also important when you are in areas that don&#8217;t allow them or quiet areas. Operation of these bikes is really simple and requires you to pedal and release the clutch while giving it throttle to turn the motor on. To turn the motor off you just disengage the clutch and push the engine kill button, that&#8217;s it. They are single speeds and come with a standard 44-tooth rear sprocket, which is the best for all around riding. These bikes can be easily modified to go faster, but with the standard 44-tooth sprockets you can reach speeds of 20+ mph even with riders weighing 260 pounds, very impressive! I now can leave my car parked more because I have an alternate means of transportation and most importantly I am not spending as much in gasoline, which makes me feel like I made a wise investment. 1000 miles later the motorized bicycle is still running great and has proven to be bulletproof. Maintenance has been light and simple as it is continuing to prove to be a great investment. I also found some great support info through a company in Northern California who sells assembled motorized bicycles and ships nationwide. On their support page they have frequently asked question that are very informative. For question they also have a live chat area and other ways to contact them. They also touch on the significance of the green affect you will have on the environment riding one of these small engine bicycles instead of driving when possible.  </p>
